I don't believe it's quite that high but it wouldn't matter if it was. When the Iraqi government along with the police and military only wants to fight the opposite religious group. Sunni vs shiite and Shiite ve Sunni the war will continue. We can stop years of hatred and the troops will die simply because they tried.
