Public employees DID take a hit - just by BEING public employees.  

The public sector has always tended to pay MUCH, MUCH LESS than the private sector ever did for equivalent work. Even now, compare salaries between, say, government lawyers or accountants or budget analysts versus their private-sector counterparts. Those "excessive" benefits compensate (in part) for the pay difference.
