I think that you are on your own and no one is willing to help you. I would make flyers and putt them on cars and all around to start with. Would love to tell you that rescue groups and animal rights activists would help you, but I doubt it. Thank you for caring.

Report this to the police ASAP!!!!  Call animal control, if they're part of your local police department, then they should be able to help!!  Also contact your local humane society, your state's ASPCA, go to the ASPCA's website www.aspca.org and tell them about it!  Contact www.hsus.org, also.   Animal abuse & cruelty is something that needs to end in this world, be these animals'  hero & report this place!!  A local tv station w/ a consumer alert or consumer action reporter, that happened here in Knoxville, TN.  Our local WATE 6 covered a groomer who let a poor puppy die.  It's lead to local groomers & boarders working for more strict regulating of these businesses.  Do an online search for animal rescue groups in your area, these people are fountains of knowledge on animal rights & welfare.
