The Baghdad Parliament welcomes back Cleric Sadr.  His support is vital to the success of the American mission in Iraq.  PM Maliki needs the participation of all Islamic Clerics for the government.  Iraq must unify to defeat Al Qada.  Iran respects the inclusion of the Clergy to the decision making process.  Certainly, Tehran will discourage Al Qada when the muslim faith is respected.  George Bush can easily defeat Al Qada by swaying regional opinion against them.
