Al Qada Pakistan is revolting against the Islamabad Government.  Osama believes he can topple the government with his Taliban Forces.  The President of Pakistan should not tolerate Bin Laden's insolence.  It makes better sense to put a substantial bounty on Osama for his capture.   Certainly, many in Pakistan would like the rich reward offerred for O.B.L.  Without him, the Taliban and Al Qada would fall into disorganization and despair.  Pakistan cannot have two Presidents.

Right now the reward for Osama and Al-Zawahri is  $25 million each.  How much more would the average Pakistani goat herder need as incentive to rat either of the men out?  That much money could possibly be too much to comprehend in that part of the world.

A dead Osama would be good news for the west but what proof do we have that Al Qaeda would fall into disorganization and despair?  It seems Zawahri has been more the leader the last 5 years.  Also we took out the #1 guy in Al Qaeda in Iraq and they kept on functioning like they did before.  For years Israel has taken out the top guys in Hamas and Hamas just continues to pump out a new leader.  It seems to me these terrorist organizations are built to survive the head being removed.
