First, we need to stop giving subsidizes to the oil companies. The oil companies have made the biggest profits in the last few years without reinvesting from the profits into building more refineries.

Second, we also need to have the oil companies build more refineries, because they have not built a new one in 25 years, this is why we have a shortage of refined oil/gas. Furthermore, the refineries are down at the beginning of the summer to do repairs and etc.; therefore, by this action the oil companies then have a shortage of refined gas and oil being refined for public consumption. Thus, creating the price of gas to go up, since there is less gasoline being refined, even though they are spending less for a gallong of imported oil. Less refineries is just a business tactic to keep gas prices high.
