I'm having to use PBS instead of other medias as right now it seems more reliable (I think). For those interested in a good article for FEMA http://www.pbs.org/newshour/bb/weather/july-dec05/katrina/fema_background.html It provides some clear information about FEMA infrastructure, changes from an independent agency to being put under DHS and the extra resources they acquired being under DHS (which I was unaware of). If we do lessons learned, I think it's important to get at reliable information targeted on the truth and root cause.
