Within Philadelphia,the new mayor is requesting the citizens to help in cleaning the city! Instead of 5000 in 5 months Have prisoners work year round reducing the city's image?

why doesn't the mayor request or have the prisoners clean the city streets instead of sitting in a cell ,watching t.v. etc and earn the right to be free? Maybe the hard labor will restrict the return of prisoners?
