A sentence in the bill defines gestational age as "calculated from the first day of the last menstrual period of the pregnant woman" .     That doesn't mean that conception starts on that day but that the day of conception is "calculated"  from knowing that day.    It is the way we figured out when we had conceived back when I was young enough to have children.   It was how you calculated when the date was that you had actually conceived.
