For the employees in the run-amuck dirivative insurance division, tell them that if they cash their checks, they're fired for disloyalty, and that this information will be made public.

For employees in "innocent divisions," Make the managers justify each bonus, reduce the ones that were excessive in the future & pay back any excess bonuses they authorized over the years out of their own past over-compensation. Managers who refuse to cooperate should be fired with their names made public.

There are a huge number of competent financial sector employees at every level who have been laid-off thru no fault of their own & would serve the company & the USA better.
