Here's my take with Iraq:

• The 'No Fly Zone' was a United Nations sanction
• The 'Food for Oil' was a United Nations sanction
• The 'Weapons Inspectors" were directed by the United Nations
  
•  The 17 U.N. Resolutions over 12 years were just that...U.N. Resolutions...never enforced
  

Now that Kofi Annan is gone, the corruption at the United Nations should be gone too, not to mention Chirac (France) and Schroeder (Germany).  The United Nations, somehow, allowed their inspectors get 'thrown out' how many times?  How many resolutions were ignored by Iraq?

The United Nations need to go into Baghdad and have a stabilized presence so that we (United States) can take a defensive posture, say the borders of Iraq, and allow Maliki do his thing and the people of Iraq do their thing.  This way, we can know for sure, that Al Sadr is a man of his word and allow the process work. 

This is a U.N. problem and always has been
