I don't understand how this can be done. IF Obamacare is found to be unconstitutional by reason of that mandate, will the money be given back? And, as per our government, does this not require a vote?

Did you think they just put all the money collected by the IRS in a big bowl and take out what they need as they need it?

Imagine that? Our own government cannot only create a budget to live with this nation's means, but they decide to print more money (as if we wouldn't catch it) with nothing to back it up.
