The IRS will be responsible for enforcing several key parts of the law, including the individual mandate that requires Americans to buy health insurance.

Meanwhile, Republican lawmakers are scrambling to cut off that funding until the Supreme Court issues a ruling on the law.

I don't understand how this can be done.  IF Obamacare is found to be unconstitutional by reason of that mandate, will the money be given back?  And, as per our government, does this not require a vote?

The transference from the budget back to the budget does not require a vote

What budget?  This country has not seen a budget in over 3 years!

Did Congress approve this Budget?  The correct answer would be "no".

" I don't understand how this can be done. "

What's not to understand? It's simple. You get cancer, need medical attention, have a heart attack, break a bone you go to the IRS.

You just don't really understand what's in the 2,700 pages.

Did you think they just put all the money collected by the IRS in a big bowl and take out what they need as they need it?

They take out more than what is in the big bowl.

Imagine that?  Our own government cannot only create a budget to live with this nation's means, but they decide to print more money (as if we wouldn't catch it) with nothing to back it up.
