I worked in the high tech industry for 7 years in IT specializing in support and research and development. After my job was eliminated I had an opportunity to be a stay at home dad with my newborn daughter. she is now ready for pre-school and I am ready to return to the industry. My skills are mostly current; however, my work gap is creating real difficulties in landing a position. please advise on the best cover letter/ strategy in getting my foot in the door.

Best strategy is to play up that you did this...it's not as common for dads, so you're part of the trailblazers. Don't shy away from that!  Be clear that you're now eager to get back to work -- and explain what you have to offer and how you've kept up to date in a field that changes so fast.  Networking is critical: talking to former colleagues, joining an industry group, using a site like LinkedIn.com, talking to the other parents at preschool who head off to work. Good luck!
