One of the  things that Tory mentioned is that email applications are numerous.  If you have an address take your resume personally.  First impressions go a long way and follow up with a phone call.  The squeaky wheell always gets oiled.  Don't be shy to tell them why they should hire you.  I just recently got a job offer after struggling for 6 years and doing all the right things.  I told them that I would work harder than their first choice candidate and I compiled a brag book with everything that was relevant to my experience for the last 27 years - it worked.
