Are you sure the President can declare a National Emergency and by that, send in federal troops? When I was researching on the NOLA issue and posse comitatus, I found that he can only use federal troops in the event of a foreign invasion. Otherwise, he has to have the permission of the state. So if an attack was done by US citizens, it wouldn't be considered foreign invasion and the National Guard would be called up under direction of the governor.
