That is a commonsense approach.  People are prepared to work at dangerous jobs to make enough money to raise their children in the way which satisfies them.  Parting with an organ is no more dangerous.  A person can have no greater accomplishment in life than to raise well-adjusted and well educated children.

It costs at least $60,000 to keep a person on dialysis for a year, and that year is a miserable one (believe me, i have been there)..  A replacement organ for $60,000 plus an equivalent amount  for the surgery is a nett money saver and it gives the recipient a decent life instead of the misery of being either stuck onto a dialysis machine, being sick as  an after effect of the dialysis and being sick from uremia before the next treatment.
