I am finding my older cat doing the same. It if is just poop, just pick it up with a piece of toilet paper and spray some kind of cleaner (for example even just Windex as it is a cleaner) on the area where you picked the poop up to get rid of any bacteria or residual left.

 

It is just easier for the older cat to do it this way, so leave it.
