Isn't the synopsis of this show  to see who becames the best dancer over a period of time,  With a Pro dancer helping them to become better.?

No. The point is to watch for a few weeks just to find out who had enough clout to negotiate the "win" into his/her contract before production even began. (It's just like the Academy Awards and pro-wrestling in that regard.)
