"Until then, assets tied to drugs are siezed."

 

There were no drugs with the money, there is no on-going investigation into the woman who left the money (they don't even know who she is) and other than the dog reacting to the money there is nothing to really tie it to drugs.  Who knows how it got a scent on it.

 

I say give her the money.
