Yes, there is now a "death panel" in my office. This 4-person body is busy evaluating everybody's job and deciding who will be "excessed" (i.e. laid off).

This comes a year after one subunit was downsized: the five top people had to re-apply for FOUR jobs, one of which had been downgraded.
