With so many uninsured or underinsured, how is this going to help those in need without money? Medicare will pay for most of the transplant but that ends after 36 months, unless you are of age. Without insurance you  will have to pay all doctor visits, lab work and medications that are VERY expensive. The price of paying for a kidney will be the poor not getting them.  More education  and information on donation is the better idea I believe.
