This is not a new idea.  It has been discussed before.  I believe Dr. Kevorkian had a plan like this.  I think that incentive will save more lives.  But if all organs are available to be bought then only the rich will have them. Still I am not against it.  If more lives are saved who am I to argue how that is acheived.  Perhaps this will serve as a wakeup that all of us might want to try to live within our means, or on less, and stop irrational expectations of someone always getting us what we need.  Well until some bleeding heart liberal comes along and wants everything to be fair.
